The teenager told police that as he was walking on Spring Street, a man in his 40s or 50s exited the passenger side of the white van with black bumpers and tinted windows, and asked him if he wanted a ride home, police said.
A man in his 20s then exited the driver side of the vehicle and said, "Come on, I have candy," police said.
The teenager then turned and ran north on Spring Street, fleeing the area, police said.
The passenger had dark bushy hair, was clean shaven, wearing a brown colored “Polo” brand shirt and blue jeans, red colored Nike “Hyper Dunk” sneakers, with a Spider tattoo on the left hand and wearing a blue colored charm bracelet on the right wrist, police said.
The driver had a medium build, dark colored short cropped hair, tattoos covering both arms from shoulders to the wrists, tattoos covering the neck, wearing blue colored Nike basketball shorts, a white colored tank top and having a nose ring in the right nostril, police said.
