Put the methadone clinic in the now, defunct Paramount. The roads adjoining same are maintained by the city. And the daily surge of temporary pedestrians, users and abusers will add to increased downtown foot traffic. It'll add to the revenues of merchants in surrounding areas, and to the circus air which the city has now become, deservedly famous for! A guaranteed performance for one and all, on a daily basis.
