Neither the city nor the non-profit knows who owns what and the corporation counsel is trying to determine who's on first base to in order establish an RFP to find out what's on second base.

Put the methadone clinic in the now, defunct Paramount. The roads adjoining same are maintained by the city. And the daily surge of temporary pedestrians, users and abusers will add to increased downtown foot traffic. It'll add to the revenues of merchants in surrounding areas, and to the circus air which the city has now become, deservedly famous for!

Yo, if you gotta move these clowns into peekstowns, take 'em down to RESCO, the Resource Recovery Plant...they are in "recovery," right? And ain't this plant a Westchester county facility? And, ain't these people a COUNTY-WIDE problem?
If they don't behave, ship em off down the street to Indian Point,,where they can really glow!
