Catalina and his colleagues claim the city charter is being violated by having Ruggiero stay in his post. The charter says a city manager must live within the city limits and must have three years experience in a similar position.

Ruggiero, who was appointed as the acting city manager in July 2013 lives in Fishkill and has no previous experience, The Northern Westchester Examiner reported.
