According to the police report, a number of unwanted guests had arrived at party on Rowland Road. After they were kicked out of that party, the teens went to the parking lot of Penfield Beach, police said.

When officers arrived, the teens scattered, police said. Several neighbors reported that teens were hiding in their yards, police said.

Responding officers asked a 17-year-old boy whether a clearly visible box of Bud Light beer in his car was his, police said. The teen told officers it belonged to someone who had run off when they arrived, police said. While looking at the car, officers smelled a strong odor of marijuana and located a black grinder with a half-gram of marijuana in it, police said. They also located a pipe with residue in the car, police said.

The teen was charged with possession of drug paraphernalia and marijuana and possession of alcohol by a minor in a public place. He was released into the custody of his father and given a juvenile summons.
